Calling all individuals with government procurement experience!
If your professional experience includes procuring goods and services, responding to requests for products and services, coordinating with contractors for maintenance and repairs, and creating purchase orders using an automated system, then you are the candidate we are searching for.  Bring your strong communication, customer service and technical skills to our Library System.  We offer a casual, but professional work environment and a great comprehensive benefits package.

Position Title: Procurement Specialist

Location: Administrative Offices, 6532 Adelphi Road, Hyattsville, Maryland

Hours: Full Time (40 hours/week), Monday - Friday

Salary Range for Position:  $39,370 - $66,013 and a generous benefits package
New Hire Salary Range:       $39,370 - $47,000

Examples of Duties: Procures products and services for the Library. Responds to requests for products and services and identifies purchasing needs, including developing specifications, identifying vendors and requesting price quotes. Arranges for delivery of products and coordinates with contractors for maintenance and repairs. Handles Purchase Orders (POs), including creating POs in automated system; approving POs under $5,000 and reviewing POs for $5,000 and above before forwarding to supervisor for approval; resolving problems with vendors; handling PO paperwork, including checks and invoices; preparing paperwork for Capital Improvement Program items for the Library Board of Trustees; administering all blanket POs. Participates in the Request for Proposal (RFP) process including preparing and distributing RFPs and related correspondence; arranging meetings; reviewing bids; and maintaining all records. Develops, modifies, implements and monitors procedures, forms and records to ensure efficient, accurate and smooth operation of procurement function. Provides phone coverage for office when necessary. Performs other duties or responsibilities that are related to the position.

Qualifications/Requirements: Possession of a Bachelor’s Degree in Accounting, Finance or related field from an accredited college or university and three (3) years of progressively responsible procurement experience with a variety of goods and services, or an equivalent combination of training and experience which provides the required knowledge, skills and abilities. Certified Purchasing Manager (CPM) a plus. Considerable experience with batch accounting software and ability to quickly learn MIP; considerable experience with word processing and spreadsheet software. Demonstrated ability to establish and maintain effective working relationships with diverse staff and external contacts. Demonstrated skill in oral and written communications; thorough knowledge of business English and spelling. Strong organizational and math skills. Demonstrated ability to produce accurate work. Ability to exercise initiative and independent judgment, work in a high stress environment, work on multiple projects simultaneously and meet deadlines. Work involves extensive sitting; use of telephone, computer and other office equipment; reaching, stooping, bending, grasping and moving objects.
